What should you know before you PCS to Fort Bliss?
Before you PCS to Fort Bliss, decide between on-post housing, renting, or buying. Many families buy off post in northeast El Paso, the Eastlake corridor, or Horizon City. Texas has no state income tax and relies on property taxes, and a new home with a known completion date is often easiest to time around a report date.
That is the short version. If you have orders in hand, you are probably juggling a report date, a house you have not seen, and a family waiting on answers. This guide is meant to make the housing piece simpler.
It covers how on-post and off-post housing compare, where military families tend to live, how far our communities sit from post, how to buy on a PCS timeline, how your VA benefit and BAH fit in, and the Texas property tax rules that matter more here than almost anywhere else you might have been stationed.
Fort Bliss is also bigger than most people expect. The garrison covers 1.12 million acres and supports 90,000 Soldiers and Family Members, according to the U.S. Army, and it runs north from El Paso into New Mexico. That scale is why where you live in El Paso changes your commute more than it would at a smaller installation.
| Measure | Figure | Source |
| Installation size | 1.12 million acres | U.S. Army, Fort Bliss Garrison |
| Soldiers and Family Members supported | 90,000 | U.S. Army, Fort Bliss Garrison |
| Privatized on-post family homes | 4,227 | Fort Bliss Housing Division |
| Average 2026 BAH increase, nationwide | 4.2% | Department of Defense, December 2025 |
| Texas state income tax | None | State of Texas |
| School district homestead exemption | $140,000 | Texas Comptroller |
| View Homes El Paso-area communities now selling | Six, starting from $214,900 to $291,900 | View Homes, September 2026 |
Should you live on post or off post at Fort Bliss?
It depends on your tour length, your family size, and how much control you want over where you live. Neither choice is wrong, and plenty of families start on one side and end up on the other.
On-post family housing at Fort Bliss is privatized. Balfour Beatty Communities manages 4,227 homes under the Army’s Residential Communities Initiative, according to the Fort Bliss Housing Division. Availability depends on your rank and the number of bedrooms your family needs, so the wait when you arrive can be short or long depending on the season and the waitlist for your category.
The same Housing Division runs a Housing Services Office for incoming and outgoing personnel. It is a useful first call even if you plan to buy, because the staff there field questions about every part of military relocation in El Paso and can tell you what current on-post availability looks like for your situation.
Living off post, whether you rent or buy, gives you a choice of neighborhood, school district, floor plan, and commute. It also gives you something on-post housing cannot: equity, and a home you can keep when you PCS out.
| What you are weighing | On-post housing | Renting off post | Buying off post |
| How cost is set | Rent tied to your BAH | Market rent | Mortgage, taxes, insurance |
| Timing on arrival | Depends on waitlist for your rank and bedroom count | Depends on rental inventory | Quick move-in homes can close on a known date |
| Choice of neighborhood and schools | Limited to on-post areas | Wide | Widest |
| Builds equity | No | No | Yes |
| When you PCS out | Move out | End or break lease | Sell, or keep as a rental |
| Best fit for | Short tours, new arrivals who want to learn the area first | Families unsure about the area | Tours of two years or more, or buyers planning to rent it out later |
Should you buy or rent when you PCS to Fort Bliss?
There is no universal answer, but a few questions usually point you in the right direction.
Renting makes sense if this is a short tour, if you want time to learn El Paso before committing, or if on-post housing fits your family and a home is available when you arrive.
Buying tends to make sense if you will be here two years or more, if you would rather build equity than pay rent, or if you want to keep the home as a rental after your next set of orders. El Paso’s pricing matters here. It is one of the more attainable large markets in Texas, which means a mortgage near post can look reasonable next to a BAH-funded rent in a way it may not have at your last duty station.
Where do military families live near Fort Bliss?
Fort Bliss covers a wide stretch of northeast El Paso, so the closest and most popular areas for military families sit on the northeast and east sides of the city and in Horizon City, just past the eastern edge of El Paso.
Before you pick an area, find out where your unit is located. The historic main post, West Fort Bliss, dates to 1893. East Fort Bliss is where the post’s $6 billion expansion was developed, according to the garrison. Those are different drives from the same neighborhood, and drive times to post differ sharply between the northeast and the far east side.
Northeast El Paso
North of the Franklin Mountains along US-54, the Patriot Freeway. Fort Bliss and Biggs Army Airfield sit on this side, so the drive to post is short. Northeast El Paso also puts Franklin Mountains State Park close by.
Campo Del Sol is our community here, a master-planned neighborhood at the foot of the Franklin Mountains in north El Paso with access to US-54 and Loop 375.
East Side and the Eastlake corridor
The Eastlake and Mission Ridge area runs along Loop 375 and Darrington Road. It is the fastest-growing side of the city, with newer schools, shopping, and restaurants that did not exist a decade ago. Loop 375 is a main route north toward East Fort Bliss.
Paseos Del Este in Mission Ridge and Emerald Estates near Eastlake both sit in this corridor, in Socorro ISD.
Horizon City
Horizon City is its own incorporated town in El Paso County and the current center of gravity for new construction in the metro. Prices here are the lowest in the region and the homes are the newest. The trade is a longer drive to post than northeast El Paso.
Rancho Desierto Bello, Desert Breeze, and Verdancia, a 770-acre master-planned community minutes from Eastlake and Darrington, are all in Horizon City and Clint ISD.
Las Cruces, New Mexico
If your orders are to White Sands Missile Range, or you are a dual-military family split between installations, Las Cruces is worth a look. It sits about 45 minutes north of El Paso on I-10, and White Sands Missile Range is roughly an hour east of the city via US-70. See our Las Cruces communities for what is available there.
How far are View Homes communities from Fort Bliss?
We build six communities that are selling now across northeast El Paso, the Eastlake corridor, and Horizon City, which puts them among the closest new-construction options to post.
| Community | Area | Approx. drive to Fort Bliss | School district | Starting from |
| Campo Del Sol | North El Paso | About 15 to 25 min | El Paso ISD | ~$260k |
| Paseos Del Este | Mission Ridge | About 25 to 35 min | Socorro ISD | ~$270k |
| Emerald Estates | Eastlake, Horizon City | About 25 to 35 min | Socorro ISD | ~$290k |
| Rancho Desierto Bello | Horizon City | About 25 to 35 min | Clint ISD | ~$210k |
| Desert Breeze | Horizon City | About 25 to 35 min | Clint ISD | ~$260k |
| Verdancia | Horizon City | About 25 to 35 min | Clint ISD | ~$290k |
Drive times are estimates pending verification and depend on your gate, where your unit sits on post, and the time of day. Expect longer at rush hour. Starting prices as of September 2026 and subject to change.
Worth knowing: Gate hours change. Fort Bliss lists a dozen gates on its gate information page, and only some are open every day. Buffalo Soldier, Cassidy, MSG Espinoza, MSG Peña, and Silvestre Reyes are listed as open all days, while several others close on weekends. Drive your actual route at your actual report time before you choose a community.
How do you buy a home on a PCS timeline?
This is where new construction has a real edge. The hardest part of buying during a PCS is timing. You have a fixed report date, often a narrow window to close, and a resale market that may not have the right home available the week you need it.
New construction gives you two paths.
- Quick move-in homes are already under construction or finished, with a known completion date. If that date lines up with your report date, you can often close and move in without waiting out a full build cycle. We list current quick move-in homes, many with estimated completion months, on our El Paso community pages.
- To-be-built homes let you choose the floor plan, the homesite, and your finishes. They suit families with a longer runway, such as those who receive orders early or plan to rent for a few months first.
A simple sequence that works for most PCS buyers:
- Get on the on-post list as a backup. Contact the Housing Services Office or Balfour Beatty Communities once you have orders, so you have a fallback if your purchase timeline slips.
- Talk to a lender early. Ask for a pre-qualification and help requesting your VA Certificate of Eligibility if you plan to use your benefit. View Homes Lending works with our buyers, though you are free to use any lender you choose.
- Shortlist by commute and school district. Find out where your unit sits on post, then narrow to two or three communities that match your drive and your district.
- Match a completion date to your report date. Ask specifically about quick move-in homes and their completion months. That single question often decides whether buying is realistic for your timeline.
- Close, move in, and file your homestead exemption. Texas lets you apply in the year you buy, and active-duty members get an address accommodation covered below.
If you are buying remotely, ask for a video walkthrough of the specific home and homesite, not just the model. And if a spouse may need to sign closing documents while you are away, ask your installation legal assistance office about a power of attorney well before closing.
Can you use a VA loan on a new construction home in El Paso?
Yes. The VA purchase loan can be used to buy a home or build a new one, according to the U.S. Department of Veterans Affairs, and it works on new construction the same way it does on resale for eligible borrowers. A few things worth knowing:
- No down payment is required as long as the sales price is not higher than the appraised value, according to the VA. That is the benefit that most often makes buying competitive with renting.
- No private mortgage insurance is required on a VA-backed purchase loan.
- You will need a Certificate of Eligibility (COE), which establishes your entitlement. Many lenders can help you request it.
- You must plan to live in the home. The VA purchase loan is for a home you will occupy, which matters if you are thinking about renting it out later.
- A VA funding fee usually applies, but the VA lists several groups who do not pay it, including borrowers receiving VA compensation for a service-connected disability and active-duty members who received a Purple Heart on or before closing.
Texas veterans also have a state option. The Texas Veterans Land Board runs its own Veterans Housing Assistance Program for eligible veterans, military members, and their spouses, offered through participating lenders with its own service and residency requirements.
Eligibility, terms, and approval for any loan program depend on your individual circumstances, so treat this as a starting point rather than advice specific to your situation. The VA and the Veterans Land Board are the official sources for their programs.
How does BAH fit into your home budget at Fort Bliss?
Your Basic Allowance for Housing is often the anchor for your monthly housing budget, whether you rent or buy. BAH is set by rank, dependency status, and location, and it changes every year.
For 2026, the Department of Defense raised rates by an average of 4.2 percent nationwide, with rates built from median market rents and utilities in each military housing area. The same release confirms rate protection: a service member who keeps uninterrupted BAH eligibility at a location will not see a rate decrease there.
Because the El Paso rate depends on your pay grade and dependents, the reliable way to know your number is the official DoD BAH Rate Lookup, which searches by ZIP code, year, and pay grade.
Many families aim to keep a mortgage payment at or below their BAH, so that housing is effectively covered by the allowance. In Texas, run that math with property taxes and homeowners insurance included, not just principal and interest. Property tax is a larger share of a Texas payment than in most states, and it is the line item new arrivals most often underestimate.
How do Texas property taxes work for military homebuyers?
Texas charges no state income tax and funds local services through property tax. If you are coming from almost anywhere else, this is the biggest change to how your monthly payment is built, and it rewards buyers who file every exemption they qualify for.
The homestead exemption. Texas school districts must provide a $140,000 residence homestead exemption, according to the Texas Comptroller. The home must be your principal residence. If you buy after January 1, you can receive the exemption for the applicable portion of that tax year once you qualify, so you do not have to wait a full year to file.
The active-duty address accommodation. Homestead applications normally require a Texas driver’s license or ID showing the home’s address. Under Texas Tax Code Section 11.43(p), the chief appraiser may waive that requirement for an active-duty service member or spouse who includes a copy of their military ID and a utility bill for the home in their name. That matters if you have not yet changed your license, or never plan to.
Disabled veteran exemptions. Texas offers two levels. Tax Code Section 11.22 provides a partial exemption based on your disability rating, and Section 11.131 provides a total exemption on the residence homestead for veterans awarded 100 percent disability compensation, according to the Texas Comptroller.
| VA disability rating | Texas exemption from the property’s value | Tax Code section |
| 10% to 29% | $5,000 | 11.22 |
| 50% to 69% | $10,000 | 11.22 |
| 70% to 100% | $12,000 | 11.22 |
| 100% disability compensation | Total exemption on the residence homestead | 11.131 |
Texas also provides a total exemption on the residence homestead for the surviving spouse of a service member killed or fatally injured in the line of duty, under Section 11.133.
All of these are filed with the El Paso Central Appraisal District, not with your lender or builder. Two practical notes for new-construction buyers: the first tax bill on a newly built home is often assessed on the lot alone rather than the finished house, so the second year is the one that reflects your real payment, and Horizon City is a separate municipality with its own tax rate, so ask which taxing entities apply to the specific homesite you are considering.
What schools serve families near Fort Bliss?
For families, school district is often the deciding factor between two otherwise similar homes. In the El Paso metro, district boundaries do not follow city limits in any intuitive way.
Our Horizon City communities in Clint ISD are Rancho Desierto Bello, Desert Breeze, and Verdancia. Paseos Del Este and Emerald Estates are in Socorro ISD, which includes Eastlake High School. Campo Del Sol in north El Paso is in El Paso ISD. Two homes a mile apart can sit in different districts, so confirm the attendance zone for the exact homesite with the district before you write a contract.
Texas has two rules that make school enrollment easier during a PCS.
You can enroll before you have an address. Under Texas Education Code Section 25.001(c-1), a child of an active-duty service member can establish residency by giving the district a copy of the military order transferring the parent to an installation in or next to the district’s attendance zone. Proof of residence is then due within 90 days of the arrival date on the order, and temporary military lodging counts.
Texas is a member of the military children’s compact. The Interstate Compact on Educational Opportunity for Military Children, which Texas joined in 2009 according to the Texas Education Agency, covers timely records transfer, continuity in course and program placement, flexibility on extracurricular eligibility, and help meeting graduation requirements when state standards differ.
Fort Bliss also has a School Liaison Office through Army MWR. School liaisons help families compare local school options and serve as the point of contact between military families, local schools, and command teams.
What happens to your home when you PCS out of Fort Bliss?
One reason buying near a large installation can pay off is what happens at the end of your tour. Fort Bliss sees a steady flow of incoming families, which supports rental demand near post. Many service members live in a home for their tour, then keep it as a rental when they move on.
It is not the right move for everyone. Being a long-distance landlord has real responsibilities, and a few details deserve attention before you plan on it.
- Occupancy. A VA purchase loan is for a home you intend to live in, so buy it as your residence first.
- Homestead status. Texas law includes a temporary absence provision that covers absence caused by military service when the owner does not establish a different principal residence. How that applies once a home is rented depends on your situation, so confirm with the El Paso Central Appraisal District before you move out.
- Management. Price in a property manager, vacancy between tenants, and maintenance. A newer home generally means fewer surprise repairs in the years you are not there to handle them.

Can I use a VA loan to buy a new construction home near Fort Bliss?
Yes. The VA purchase loan can be used to buy or build a new home, and eligible borrowers do not need a down payment as long as the sales price does not exceed the appraised value. You will need a Certificate of Eligibility and must plan to live in the home. Eligibility and terms depend on your circumstances, and the VA is the official source.
Should I buy or rent when I PCS to Fort Bliss?
Renting suits short tours or families who want time to learn El Paso first. Buying tends to make sense for tours of two years or more, for building equity, or for keeping the home as a rental after you PCS out. El Paso’s attainable home prices make buying competitive with renting for many military budgets.
What is the Texas property tax exemption for disabled veterans?
Texas offers a partial exemption of $5,000 to $12,000 from a property’s value based on VA disability rating under Tax Code Section 11.22. Both are filed with the local appraisal district, which in El Paso County is the El Paso Central Appraisal District.
Can I enroll my kids in an El Paso school before we arrive?
Yes. Texas Education Code Section 25.001(c-1) lets the child of an active-duty service member establish residency with a copy of military orders to a nearby installation. Proof of residence is due within 90 days of the arrival date on the orders, and temporary military lodging counts as a residence.
How do I find out my BAH at Fort Bliss?

Can I buy a home near Fort Bliss on a tight PCS timeline?
Often, yes, especially with a quick move-in home that is already under construction or finished and has a known completion date you can match to your report date. Ask specifically about quick move-in availability and completion months, since that is usually the fastest path to closing.
